The GROL is two written elements, each with its own pass mark. Here they are, with the GMDSS and radar elements, from the FCC's examination page and 47 CFR Part 13.
Element 1: 18 right out of 24. Element 3: 75 right out of 100. You need both for the GROL.
That's 75% on each. A Commercial Operator License Examination Manager (COLEM) runs the exam, grades it, and gives you a Proof of Passing Certificate (PPC) for each element you pass.

The COLEM must give you your results within 3 business days and a PPC for each element you pass. A PPC is good for 365 days (47 CFR 13.211), so you can pass Element 1 now and Element 3 later.
The COLEM tells you your grade. Part 13 sets no waiting period. The one rule is that the same question set can't be given to you again (47 CFR 13.209(c)), so whether you can try another version the same day is up to the COLEM.
You pass two elements: Element 1 at 18 of 24 and Element 3 at 75 of 100.
